How does it work?
Excise tax is an indirect tax on specific products judged harmful to health or the environment, designed to discourage consumption and fund public health services. Rates range from 50% to 100% by category.

Formula
Excise tax is computed on the pre-tax price, then 15% VAT is layered on the excise-inclusive price.
Excise = Price × Rate | VAT = (Price + Excise) × 15% | Final = Price + Excise + VAT
Worked example
A pack of cigarettes priced at 10 SAR before tax:
- Excise = 10 × 100% = 10 SAR
- Post-excise price = 10 + 10 = 20 SAR
- VAT = 20 × 15% = 3 SAR
- Final retail price = 20 + 3 = 23 SAR
Importer and manufacturer obligations
