On 24 July 2026 the Zakat, Tax and Customs Authority announced the criteria for the twenty-fifth wave: every taxpayer whose revenue subject to value added tax exceeded SAR 187,500 during 2022, 2023, 2024 or 2025, who must link with the Fatoora platform by 1 February 2027 at the latest. The Authority notifies the taxpayers concerned directly.
Phase Two, not Phase One
Phase One is issuing the invoice electronically. Phase Two is integration and linkage: XML in UBL 2.1 format, a digital signature, a UUID, and transmission to the platform. Check from which plan linkage starts — not merely that the feature exists.
Immediate and deferred invoices
Retail invoices (B2C) are reported within 24 hours, and business invoices (B2B) require clearance before they are handed to the customer. Make sure both types are supported if you sell to both.
Credit and debit notes
Returns and adjustments need notes linked to the original invoice and subject to the same signing and linkage requirements. A point that is often overlooked until the first return comes in.
