    What a Saudi tax invoice must contain

    Per Article 53 of the Implementing Regulation of the VAT Law, every tax invoice must include:

    1. The phrase "Tax Invoice" clearly in the document header
    2. Seller details: legal name, address, 15-digit VAT number, and Commercial Registration
    3. Buyer details: name, address, and VAT number (if registered)
    4. A unique, sequential invoice number
    5. Issue date (Gregorian — Hijri optional but recommended)
    6. A clear description of the goods or services
    7. Quantity and unit price for each line
    8. VAT amount (15%) shown separately from the base amount
    9. Grand total including VAT
    10. QR Code embedding the core invoice data

    How the e-invoicing QR Code works

    The QR code encodes 5 fields using TLV (Tag-Length-Value) format then converts the result to Base64. Phase 1 requires these 5 tags:

    Worked example

    Suppose an invoice with two services:

    • Item 1: Technical consulting — SAR 1,000
    • Item 2: Website development — SAR 5,000 with 10% discount

    Step-by-step calculation:

    1. Item 1: SAR 1,000
    2. Item 2 after discount: 5,000 × 0.9 = SAR 4,500
    3. Subtotal before VAT: 1,000 + 4,500 = SAR 5,500
    4. VAT (15%): 5,500 × 0.15 = SAR 825
    5. Grand total incl. VAT: 5,500 + 825 = SAR 6,325

    Full vs. simplified tax invoices

    The Saudi system distinguishes between the *full* tax invoice (used in B2B transactions and requiring complete buyer data including VAT number) and the *simplified* tax invoice (used in B2C transactions, accepted for amounts under SAR 1,000). This tool supports both — leave the buyer's VAT field blank for the simplified format.

    When are you required to issue a tax invoice?

    Any VAT-registered business (annual revenue above SAR 375,000) must issue a tax invoice for every sale. This covers retail stores, restaurants, service providers, and e-commerce. Failure to issue or improperly issuing invoices exposes the business to fines starting at SAR 1,000 and reaching SAR 50,000.

    Common invoice mistakes to avoid

    • Forgetting the QR Code — mandatory for simplified invoices since December 2021
    • Wrong VAT number format — must be 15 digits, starting with 3 and ending with 3
    • Mixing VAT into the total without separation
    • Reusing invoice numbers — each must be unique and sequential
    • Skipping the Hijri date — not strictly required but unifies record-keeping
    • Saving as an image instead of PDF — some government portals reject images
