Every company pays out small amounts daily: fuel, hospitality, office supplies, emergency repairs. These payments are usually treated casually because each one is trivial on its own. Most of what leaves a petty cash fund sits inside the list of expenses whose input tax cannot be deducted. Article Fifty of the VAT Implementing Regulations, as amended by Board of Directors Resolution No. (01-06-24) of the Zakat, Tax and Customs Authority (ZATCA) dated 19 November 2024, treats these expenses as falling outside the economic activity. Their input tax is therefore not deductible unless they are re-supplied as a taxable supply.

## What Makes a Petty Cash Receipt an Acceptable Document?

The point-of-sale (POS) receipt an employee brings back is a simplified tax invoice. The Implementing Regulations accept it as alternative evidence for deducting input tax as long as it was issued correctly. In practice the problem is not the type of receipt but the data missing from it.

The minimum a simplified tax invoice must carry:

- The date of issue.
- The supplier's name, address and VAT registration number.
- A description of the goods or services.
- The consideration due.
- The tax amount, or a statement that the consideration is tax inclusive.

Under the integration phase of e-invoicing, the receipt must also carry a QR code containing the seller's name, the seller's VAT registration number, the date and time stamp, the invoice total including tax, and the total tax. ## Journal Entries for a Petty Cash Fund: Where Every Amount Is Booked

Under the imprest system no journal entry is posted for each small purchase. The entry is posted at replenishment. That is what makes the system light on the accountant and tight at the same time.

The fund ceiling is a number you calculate, not one you guess. The working rule: average daily petty cash spending multiplied by the number of days in the replenishment cycle, plus a safety margin of about one week.

A worked example: a business that spends roughly SAR 120 a day on incidentals and replenishes every two weeks has a base of 120 × 14 = SAR 1,680. With a margin of SAR 500, the right ceiling lands at around SAR 2,200.

A high ceiling means idle cash and greater exposure if money is lost or misrecorded. A low ceiling means frequent replenishment requests that eat the accountant's time. Review the number every quarter, and with multiple branches give each location its own fund rather than one large fund passed from hand to hand.

Add a per-transaction cap inside the fund, SAR 300 for example, so large purchases are not pushed through petty cash to escape the approval cycle. Anything above the cap goes through the [procurement cycle](/purchases) with a purchase order and an invoice issued in the entity's name.

## Record Retention: Six Years Is Not Optional

Petty cash invoices are the documents most likely to be lost and least likely to get attention, yet they carry the same retention period as your largest invoices: at least six years from the end of the tax period they relate to. Records are kept in Arabic and inside the Kingdom, on paper or electronically, with access available from within the Kingdom.

The penalty for failing to retain invoices, books and accounting records for the statutory period reaches SAR 50,000, and it may be doubled if the violation is repeated within three years of the date the final decision on it was issued.

In practice: photographing the receipt at the moment of payment is far cheaper than any attempt to retrieve it months later. Make attaching a photo of the receipt a condition for accepting a replenishment request, not a step the accountant remembers too late.

## Segregation of Duties in a Small Team

Controlling a petty cash fund does not require an audit department. It requires that four powers never sit with one person: holding the cash, approving the spending, posting the entry, and counting the box.

- The fund holder: pays and documents, and never approves their own spending.
- The approver: a direct manager who signs off on the request before replenishment, and never holds the cash.
- The accountant: reviews the documents and posts the entry, and never pays out cash.
- The counter: a third party, a partner or another manager, who counts without prior notice and signs a memo stating the book balance, the cash counted, the difference and its cause.

In a three-person business this sounds excessive, but the acceptable minimum is clear: separate custody from recording. Whoever holds the cash does not hold the ledger.
